In a recent post we reported that the 2010 BPPA tax form shows a $259,743 commission payment on $336,494 sales (~77%) to Commonwealth Productions, 264 Raynor Street, Whitman, MA.
A Commonwealth Productions in Braintree shows Lisa Hutchinson is manager. Lisa Hutchinson owns, and may inhabit, the house at 264 Raynor Street, Whitman, MA with David Gargano. David was arrested in 2009 during the break up of a heroin ring and listed his address as the Raynor Street house; he was arrested again in 2010 “for uttering false prescription, writing improper prescription and obtaining drug by fraud,” and again listed the Raynor home as his residence. Lisa is still listed as owner.
Historical records show a Lisa Hutchinson arrested in 1991 along with her husband David Gargano and other Gargano family members. David was later convicted for a scam where they fraudulently solicited funds, claiming to be police officers and firemen, and failed to tell people they were paid professional fundraisers. Also in 1991, “[Gargano’s] Derry house [in New Hampshire] was being used for the phone advertising operation of at least one and possibly two other trademark names listed with the New Hampshire secretary of state’s office as proprietorships operated by either Gargano or his wife, Lisa Hutchinson… Coalition of Public Safety is registered in New Hampshire by Hutchinson while an advertising business called Profit News United Citizens against Drugs was listed as operating at another home owned by Gargano at 9 Homestead Drive in Raymond.”

Clean Up BPPA 
In 2004, Lisa and her daughter, Nicole Gargano, sued a Stop & Shop that’s an approximate five minute drive from the Raynor Ave house. The case was dismissed because they didn’t respond to interrogatories.

Nicole sued again without Lisa and was awarded $5500.

SEPT 2009: Police arrested a 32-year-old East Bridgewater man Wednesday in connection with a nonfatal stabbing Monday night on Colebrook Boulevard in Whitman. Brian Hayes was arrested just before 3 a.m. on a warrant for charges of assault to murder, assault and battery with a dangerous weapon and assault and battery, Whitman police said. The condition of the victim, 22-year-old Anthony Gargano of Whitman, could not be determined Wednesday night.

MAR 2010: Gargano, Anthony D. (Kingston PD, charged with “Prescription, Utter False”…)
JUN 2010: A charge of assault and battery with a dangerous weapon against Nicole Gargano, 20, of 264 Raynor Ave., Whitman, was amended to assault and battery. Gargano pleaded guilty to the amended charge as well as to a vandalism charge. Judge Mark Coven put her on probation until May 24, ordered her not to use drugs or alcohol and to submit to testing. Gargano assaulted a woman March 25 in Weymouth.

JUL 2010: A charge of utter false prescription filed against Anthony Gargano, 23, 264 Raynor Ave., Whitman, was dismissed. The charge originated March 29 in Kingston.

DEC 2010: Motor vehicle was stopped on Auburn Street and Newland Drive. Police arrested Anthony David Gargano, 23, of 264 Raynor Ave., for an OUI-liquor and plate number violation. Alex Oksanen, 23, of 123 Stetson St., was arrested for intimidating a witness, disorderly conduct and threat to commit crime.

Here is some more information about the Gargano family. A search of police logs reveals troubling events involving the people living at 264 Raynor Ave.

Crooks Hutchinson & Gargano using an advertising biz as a front for…other crooks? Crooks H&G receiving an outsized “commission” for selling ad space (per Form 990, at least) for the official publication of a police union, headed by…other…?
A google search of Commonwealth Productions phone number also directs to another Braintree business, PRIME ADVERTISING / CAMERA GRAPHICS, INC, formed in 1998.

According to Corporate filings, Prime Advertising’s business was “Advertising, newspaper publication, and commercial printing”.

Question: who prints and delivers physical copies of Pax Centurion, how much are they paid each year, and where is that reportesd on the tax form?
we have not been able to determine that, yet. There are some rather large “expense” line items which are lump sums for office and “other” and such.
